FPLS and the Child Support Handbook

The DHS "Handbook on Child Support Enforcement" is designed to help you take all of the steps necessary to obtain child support payments, to find parents responsible for these payment using the FLPS, and to get your children need and deserve.

This handbook is useful to parents who are working with private attorneys or with a state agency. If you seek to have parentage established, to locate a missing parent who is responsible for child support using the Federal Parent Locator Service, or to establish fair child support payments, this Handbook is for you.

The Handbook describes how State CSE programs provide you with the following services:

  • Voluntary in-hospital paternity acknowledgement
  • Genetic testing at the request of either party in disputed paternity cases
  • Child support guidelines for determining child support orders established in each state
  • Review of child support orders at least every three years at the request of either parent
The Handbook also gives advice on how to you all available techniques, rules, and processes for the collection of child support and the location of parents via the Federal Parent Locator Service (FLPS). These tools for collecting your child support include:
  • Income withholding
  • Revocation of drivers, professional, recreational and occupational licenses of parents who are not current in their child support payments
  • Seizure of assets, including financial accounts
  • Liens on property • Denial of passports
  • Federal and state tax refund offset

    In order to assist your state and local child support offices, this Handbook includes a description of how to access information in the Federal Parent Locator Service (FPLS), the Federal Case Registry (FCR), and the National Directory of New Hires (NDNH). Finding parents is a big part of obtaining child support. Toward this end, he FPLS grants access to both state and Federal government agency data.
